Turnout Timbering

I've just started on the long job of timber shoving on my Templot plan for South Pelaw Junction and have a question.  The pic below, in the red oval, shows a clash between two sleepers and I wonder what would be appropriate in terms of which timber I need to shorten?  If it helps, the track work is from the North Eastern Region.

The lower timber is picking up the "C" chairs on two crossings so can't be moved. The upper timber is carrying only common S1 chairs or bridge chairs so can be positioned centrally between its neighbours. Make sure to leave sufficient gap between the two timbers, at least 1ft, for packing.
