Pinning threads?

Just a quick one to ask how do I nominate a thread to be pinned?

Thread pinning should relate to wider interest/importance though otherwise it would be over-used and bump more used topics too far down the page space.

 While on this subject, the prime example of  just such an overuse of pinning for no apparent reason badly clutters up 'Modifying RTR' in the 'Skills and Knowledge' section.
