How common were loading gauges on goods sidings in the 1930s?

As the question says. Many period pictures fail to show any at all. That might just reflect the photographer's (lack of) interest in the matter. Was there any requirement that Loading gauges actually be in place on goods sidings?

I shouldn't think there was need for legal enforcement, as it was in the railway's own interest to keep loaded vehicles in gauge to avoid damage to their own and other's property. I thought they were pretty much universal at any yard where merchandise open wagon loading might take place. Usually conveniently sited between the loading points and the road(s) connecting to the running lines.
