That might just reflect the photographer's (lack of) interest in the matter. 34theletterbetweenB&D Posted August 24, 2018 Share Posted August 24, 2018 I shouldn't think there was need for legal enforcement, as it was in the railway's own interest to keep loaded vehicles in gauge to avoid damage to their own and other's property. I thought they were pretty much universal at any yard where merchandise open wagon loading might take place.
