Yes, you can. Not just when it starts but also at designated locations on the layour (i.e. if the loco goes off-scene). It can also be programmed to sound the horn / whistle at designated locations, in fact any function. 

I have started with the basics of this before I moved house and had to dismantle the railway, i'm rebuilding now and will pick up where I left off.
