If you feel like cheating a little to make life easier use some Fabfoam for the infill over the sleepers.

I've found that an extra thickness of 1mm card in between the chairs raises the card "surface" to the right height on the 9mm track. I'll keep plodding on. Oh and the horrible cut line at the end of the short narrow gauge section next to the standard track will be covered by a sleeper wagon stop
