Are the front pony wheels actually wheels? They look flat and the fact that they are made of whitemetal...

How close, size wise, is this 0-6-4 fairlie to the 0-4-4 fairlie Taliesin? Are they close in size?

Are the front wheels on the loco functional or not as in the top photo of all the parts the wheels look flat on the bottom?
