There's nothing preventing Bachmann from negotiating with NRM in a couple of years over the tooling- If they see a market and are prepared to pay the NRM enough then they could buy the tooling/rights to use the tooling. Same goes for the Deltic. I can see more future in the C.O.T tooling than the Deltic though, as the Deltic was a one off!
