I hope this will help with the problem . It is a report of my solution to the problem using a Peco_SL-E194. Picture the crossing with the long axis horizontal . Working from left to right I will refer to the four wires fitted to the crossing as: A & B [ left pair ] and X & Y [ right pair ] . Think battleship gun turrets . What I did: 1. Fit insulated fishplates to the End_Frogs ; a total of four . 2. Fit conducting fishplates to the Frog_Arms ; a total of four . 3. Connect B and X to the Track Bus . This means that that the four crossing rails [ the short rails immediately outside the diamond in the middle ] will be permanently live . 4. Connect A and Y to the two Track Outputs of the RLM, i.e. Power Out . 5. Connect the Track Bus to the two Track Inputs of the RLM, i.e. Power In . 6. I am not sure if it matters which way round either of these pairs are installed as long as the inputs and outputs are not mixed . However it may be necessary to pair the End_Frog wire with its associated Frog_Arm . Note: Only one RLM is required so this is probably the cheapest solution to the problem .

    I have made an enquiry about a 2m x 1m x 3mm closed cell Neoprene sheet and will report back on my experience if I ever build a layout. At the moment I do not even have a baseboard; we can but dream .

    BTW According to the web [ so it must be true ] closed cell affords less sound attenuation but greater structural integrity than open cell which has the converse characteristics .
