I have recently remotored on of this era with a kit from "strathpefferjunction.com" and what a super job it makes, if you're interested go to web site and look at "HA6" kit.
Solved the problem Guys, put in Zimo MX635x with SuperCap17000uf, as recommended by YouChoos (great service!!!) and everything works perfectly.

Hi Beejack, You could be right, I have purchased both ESU lokopilot V4 and NCE decoders over here in the USA. These 2 locos are the only ones that give this problem.
Maybe I should try Zimo's as an alternative
I have a problem and don’t have a clue where to start, wondered if you have come across the same.
I have 2 Lima class 20 locos that both surge after power has been stopped. It happens to both locos in either direction.
Decoders are the same but no Manufacturers name but have the markings 04/16/MS. I think the Decoders may be NCE (American) I have uploaded pics.
Any thoughts please?
