The BBC article specified the measures as applying limits on sales, not on use. My wife was kind enough to buy a bag for me today since she was passing a Wickes store on her way to meet her mum. My MiL was then able to provide several hours of amusement after she commented "I didn't think those little trains ran on real coal" ! She wasn't joking! This one will run for a while, I feel.
