jim.snowdon Posted June 30, 2019 Share Posted June 30, 2019 (edited) I'd hazard a guess that they date back to soon after railways started to adopt facing point locking, and found that it was insufficient to depend on the security of the chair fixings alone to avoid gauge spreading. Nebulous, I know, but before the 1889 Act and after the accidents that caused the Railway Inspectorate to recommend the adoption of locking for facing points on passenger lines.
