War Department wagons

Hard information is probably not going to be easy to come by, as photography in Naval Dockyards is usually discouraged by men in sailor suits carrying loaded rifles, but looking at that list I'd say most of the stock could be converted from RTR.  The guard's van is an unknown quantity and probably not needed for your micro layout, and the gun truck might be a bit ambitious.  The 'flat wood' is pretty self-explanatory, and all it needs is a rolling chassis with wooden planks fixed to the top, transversely, maybe some chain loops or pockets.  Not sure how you'd go about the warflats, perhaps a model of a US wagon might be convertible.

I am not sure how authentically this rolling stock represents wagons actually used in the dockyards. Some could have been acquired to dress the scene in the historic dockyards.
