Hornby HST dummy loco sound

Hi, being new to the whole dcc sound thing I'm confused as to how to get sound from the dummy loco on a HST. It is fitted with a sound decoder yet makes no sound. It also cannot be programmed on the programming track (I just get "no answer") and yet I've had no issues doing the powered cars. This is not an isolated example as I have 3 sets and neither of the 3 will program or make any sound whilst all 3 of the powered cars will! Any idea on what I'm missing!!?? Thanks.

Not every controller needs a load. Many will program a decoder without a motor load. The manual will tell you.

However the ‘both on track at once’ fudge usually works, BUT, some controller programming output amperage is not man enough for sound decoders anyhow singly or in multiple, load or no load.
