In view of your plan, I would say on the front. The track layout suggests some shunting and passing manoeuvres, which are best conducted with a degree of separation from the front of the board. The low-relief buildings are there as a backcloth - their depth, +/- 2", adds little extra value.

Another vote for the front. Houghton Street had to be built to 22" rather than the original 24" plan. This made the foreground landscaping much harder and compromised. When it went to Telford the clever people at Artytype photoshopped the front and made it look as though I had 30" boards. Amazing.

Front,  adding scenic area even if just grass,  makes the layout sit in the landscape more realistically.

I added 10inches of clip on scenery to the front...
