Hi Ian I don't know about this one but a lot of these films, made by SNCF's Section Centrale Cinématographique, both for internal consumption and for public information/PR, have appeared on DVDs in a series published by Atlas called La Passion des Trains. Atlas clearly did a deal with SNCF, who obviously own the copyright, to exploit these and each DVD includes three or four films on a particular theme and they can be quite fascinating. I'm particularly fond of Le Rouge et le Vert, which, amongst other things, uses a model railway of the period (Hornby Acho & Jouef with color light signals ) to explain the very basics of signalling. La Passion des Trains is fairly widely available on eBay though I can understand (I think) why some might want to have an actual 16mm print.
