But 'keep off' what, exactly? - since as far as I know, those crew men are where I would expect to see them, for that Era. :scratchhead::dontknow:

Not an answer to the original post, but the photo is from around 1900 and the original B&W photo can be seen here - https://www.shorpy.com/node/6855

 

As noted the "Keep Off" is rather strange given that the footboards  and related handles were intended for that purpose during the steam era.

 

As for figures, likely to be difficult given the 30s isn't an era that is very popular.  Other than the obvious (Walthers website, the websites for figure makers given Walthers may not carry the complete lines) also check places like eBay and other non-railroad modeling communities who may have a size that is close-enough to HO.

 

And then remembered about 3D scanning, and of course Modelu.  They print in HO and some of their figures may be suitable, if not for additional money you can always get yourself/others scanned (if in the UK) in exactly what you want...
