Nearholmer
I spent a good deal of time poring over maps, looking at the track layout and for signal posts, because these arms at C+ seems to indicate something different from their typical meaning on the SER (a running, not shunting, move between passenger and non-passenger lines). There are many of them, not all the same size, and my tentative conclusion (not certainty!) is that the full-sized ones allow a move along the route indicated by the signal above, but only to defined places, short of the next stop signal (which then allow the engine to back over a crossover into the loco lay-by) and that the small, doll-like, ones cover direct moves from the platform-end into the loco lay-by.
