stick a car light bulb over the output terminals of the unit with it turned up half way, if it lights then move to the track and see if it lights there. If the light doesn't work when connected direct to the controller then it looks like it is bust and needs to go back for fixing

Like WIMorrison says, but I would go slightly further and disconnect the track wiring when you connect the bulb across the controller output just in case there is a short circuit somewhere out on the track. If the bulb lights connect the track again and test across the controller output again. If it doesn't light now you have a short circuit, not an open circuit.

OK, a simple test to see if you loco is working fine.

Grab a 9 volt battery and hold it up to the wheels and it should start running. That is a starting point.

There are other tests that can be done, but a simple and cheap multimeter is the best way to do lots of more informative tests. Seriously consider buying one.
