I have absolutely no clue about electrics and wouldn't know what could possibly be the reason for it to not be running. It's an old SER 0-4-4 bodged together from old Hornby Dublo R1 bodies and a hacked up Hornby 14xx chassis. They'd probably take one look at it and bin it! There are probably a number of potential reasons for the problem. Have you tried running the motor outside of the chassis? Perhaps it could be caused by an issue with the mount of the motor or misalignment with the gear on the driving axle.
