It's for a LNER only poll held by the Railway Modeller in 1960 August issue. It was a 'postcard' poll, with 3 nominations for preferred model. Note this is from 60 years ago and one key thing that is notable, is that the A3 was only 4th on the list and I believe was the first of the top 5 to be modelled as R-T-R. Also the Tri-ang Flying Scotsman model was still 8 years into the future and I believe has been in virtually every catalogue ever since. Cannot see that poll's results, but am not unduly surprised. What was available was a decent - by the standards of the day - A4, so there was a tick in the LNER express traction box already, and then a truly dire N2. What did I want in 1960? - way too young to be taking RM, I was then devouring back issues of 'Popular Mechanix' (sic) thanks to an uncle working in the USA - but had I been making an input I would definitely have wanted an eight coupled LNER goods (like the 8F), an 0-6-0 (like the 3F) and the V2 and B1 would have been slugging it out for my third nomination. There is a lot of detail there which is/was very helpful in setting the context of the 'candidates'. Given the relatively low numbers of responses versus the presumed numbers needed to be viable, I can see that it's difficult to extrapolate from poll results to successful commercial model. Even so, it must be gratifying that a lot of 'high polling' results have since been made. (I'd still like a class 120 cross country DMU though!).
