There is no requirement for the tester to be “qualified”, “competent” is the factor. Some changes to the tests themselves, 200ma earth tests are sufficient, 25a only if desired. New class of equipment, class 2fe for equipment that is class two but has an earth connection for functional purposes rather than for safety, such as IT power bricks. Much class 2 equipment now only requires a visual inspection not plugging into the tester. Racks of kit can be tested as one item rather than pulled apart for individual tests. The code of practice now makes no reference at all to Portable or Appliance except in the introduction as it applies to a lot more than just domestic appliances. As someone involved in testing and maintenance of tech kit I found it well worth watching the whole video. It should either be PAT or PA testing in the same way a credit/debit card has a PIN or PI number, not a PIN number. At school, our Physics teacher told us to say "Crackerjack" if he ever said "AC Current" or "DC Current". Several weeks later he did this & someone gave the requested response.
