I use glue and glaze to stick textures I have printed on photo paper to a plasticard shell.  Give the plasticard a good rub with sandpaper to form a key.

I've never done this, but would the spray on contact adhesive be better as it gives an even coating?

Another vote here for liquid plastic cement. I have used it for small details and large sheets equally successfully. As @Dagworth says, though, check that your printed papers aren't affected by the solvent before you start.

I am a big fan of Deluxe Materials and second the above. I would also suggest you try another of their glues called RC Modellers Glue. It is very "PVA like" but dries clear and is brilliant at fixing canopies to airframes so would probably stick paper and plastic very well. It does take a while to dry though.
