They did and didn't

 

The wagons may have been stopped but they ended up foul of the adjacent running line and posed a significant danger should a train have been on it.

 

Down our way most such trap points are fitted with track circuit interrupters on the run off - and as their name suggests if they get broken off the rail by something entering the trap / sand drags then the adjacent track circuit will immediately become occupied thus holding signals at red without any intervention needed from the signaller.

Maybe. Whatever the reason, I applaud the effort taken to both use and explain correct terminology.

Perhaps, and if more news outlets did that, it wouldn't be worthy of note, but they don't, so it is.
