As to the location I don't know, the C36s moved around various routes as electrification spread https://en.wikipedia.org/wiki/New_South_Wales_C36_class_locomotive A reverse image search on google confirms that it is a C36 and it is the Newcastle Express approaching Hornsby on 03 March 1946. . The photo is held in the NSW State archives but has been posted on Facebook. No wonder I didn't recohgnise Hornsby - it doesn't look at all like that nowadays (And it over 16 years since I went over that piece of railway.)
