10.5mm and 12.0mm loco wheel sets

Alan Gibson would be a good place to start. Steam loco drivers in 11mm and 12mm. These would be for a 1/8" axle. If you mean diesel type wheels they do 12mm ones and the 10.5mm lowmac type could be used. Both for a 2mm axle.

I have looked up their options (yes I need D&E era wheels). But it seems like they don't sell axles without pin-point ends.

Their tender wheels come with both plain and pinpoint axles, so it must be possible. I would be tempted to call him and see what he can do in terms of adding a plain axle. or, in you just want the wheels themselves, pull them off the axle, they are quite strong.
