If it's a decal, apply gently with the end of a cocktail stick and let it soften... then rub gently and it'll come off. Make sure you clean it all off with water afterwards. If the number is painted on, then use the same method but with a little more pressure to lift the white ? painted number off. This will leave a slightly shiny (glossy) surface which is ideal for the new transfer that you'll apply afterwards. Recoating with a little varnish to seal it afterwards is the best plan.
