The LNER forum posted a lengthy thread of their use in Lowestoft and other locations in the 30s.
Poole Quay once possessed an ancient Fordson with a pushing baulk at the front, presumably towing facility at the rear?  Falmouth Docks also used a repurposed farm tractor, all long gone.

Finally, this image is from the US (I think)

That's a South African registration plate, specifically Gauteng Province (GP) which covers the conurbation of Pretoria and Johannesburg.

Edit to add:

Reverse image search suggests it is in Bellville, Cape Town which is home to a large Transnet (national railways) yard.

Is the bus pulling as well? :)

The bus (actually a coach) is one of the rare Albion Viking VK43. They must have been real pigs to drive with a modestly powered engine (Leyland 0.400) needing plenty of activity with the gear lever to make any real progress, and the joys of a 5speed crash box on the end of a 25’ gear linkage.
