I presume the short freight is headed to Enesettle carrying ammunition....

I think that's what the caption said. Trouble is, the captions are on two pages ( page 1 of which is linked in the OP), and the pictures open in a separate window with no captions.

What is the car traffic on this outbound train?

I do not remember any car traffic in cartics to the Plymouth area.

For a wild guess, could this have been a set for unloading at Exeter St Davids, that somehow got reversed en-route

and went to Plymouth to be turned on the Laira triangle now seen going back to Exeter for unloading?

Yes that's possible. I do remember seeing a track diagram somewhere showing one of the Tavi Jn sidings with a car ramp though. It may have been a quail map?
