That’s not as daft as it sounds, a new-construction underground line is effectively a greenfield site. Hi-rail "pilots" are not unknown for 'regular' trains (that looks like a special move). Western Pacific ran Ford Broncos in advance of trains through the Feather Canyon in certain conditions.
