Well, I can see the track comes from the right (where there's more tracks in the middle distance), curves round to cross the frozen road. There's also a crossroads with traffic lights behind the loco and an elevated road (or railway) running left to right. Or is there more too it than that? IIRC the Rail company parked the loco in the city square to provide emergency power.
