Yes, they definitely were, but in BR days. The Great Western usually painted them unlined green, although I have seen pictures of at least one lined out for exhibition purposes (S&D 100th in 1925?) The only one lined in GWR days was 4700 which was given fully lined livery with all the trimmings for the S&D centenary in 1925. 4702 had the unique distinction of wearing lined BR black in the early 50s (all the others were unlined). Might ever so slightly be pre-ordering a good number of the 47XX. I have done a pre order of something else via a "box shifter" - there is a stated price so it makes sense. I have also left a card number so I have committed to buying the item at the pre-agreed price. I'm happy.
