Photo opportunity? Sightseeing for the traincrew? Possibly keeping out of the way of sevice trains eg. a down Gunnislake?

All good suggestions T_T.  I'd add one more - the crossover wasn't operable, hence keeping to the down.

However (based on my experience operating the branch), I'd go with the first two.  If the latter, they'd just keep the loco on the dockyard branch until it was suitable to move out.  

I have bad memories of freezing winter nights hanging around at the Junction in such situations!
