Steel.  Grade if making your own is "best free cutting you can get".  For the handful of tyres I've made myself, I've used EN1A bar.

 

If there are wheels in the Association range of the required diameter, then the tyres would be available on their own as a special order if you wrote and asked the products officer.

No need to bother the products officer - the wheel rims are already in the shop listings - codes 3-080 to 3-095.

Sorry I should have been more descriptive, I already have some associations wheels and need to make a custom 15mm wheel (which they do not stock, I wanted to match the colour/grade if possible.

I've just realised that I have a copy of a drawing for the standard range of 2mm loco wheel tyres filed away. This indicates EN1A steel to BS970.
