Permanent Way Repairs During Covid-19

Would I be right in believing that with fewer passenger trains on the system, that Network Rail has been able to take advantage and a. Run more freight and b. carry out more engineering possessions?

I think the start and end times of passenger service are about the same on most routes, so as to provide an essential service, but that means no more hours are available for overnight work.  There's also the problem of having enough people to do the work, when some of them may be off sick, isolating or shielding, and working practices that allow social distancing may be less efficient.

a. there won't be more freight to run, both because if anything there is possibly less freight to move with customers/suppliers shut down and because there isn't any real ability to suddenly add more customers.

 

b. engineering possession - complicated by the need to have the workers social distance while working (hence the reason many construction projects have temporarily halted, as well as the fact that major works don't just suddenly happen but require months of planning and logistics in arranging materials.
