I would start with rubbing the trucks with a fibre glass brush, then paint them dark rust with some various lighter pastel rust colours on top.

The wheels are best made by painting the wheel faces black first, with some slow drying matte paint (I use oil paint with some fast drying additive....). Then apply some rust powders in the still tacky paint. Use a brush to stipple the powders into the paint. Let dry!

I agree with the others...cars look really good but you need to weather the trucks and wheels.....here are 2 links to really good ways to do it....the first one is pretty much what M. Graff recommends...but both links have really good photos
