I have a couple of those for storing maps/charts, but you could use them to hold stock in the upper three drawers and have a micro layout in each of the lower (deeper) three - plus you have the top surface. It was thought up by Chris Ellis and drawn by me. I used this for a layout away back, using 3mm MDF in place of the suggested foamboard, and it worked well - it would probably be ideal for this system idea, and an awful lot cheaper than the IKEA drawers. Further thought regarding the layout drawing, suggests that it would make splitting, rotating, and moving the different sections of the baseboard into different positions very easy.
