Didcot is an example of the general type of coaling stage I had in mind. It would seem that the banks were only12' or so high thus I would expect traffic would not have been able to fit underneath even had there bgeen a need. Even in South Africa, who rather took such things to extremes and where coaling stage ramps were constructed on metal stanchions to at least double the height you mention (and therefore well above the loading gauge), I can find no examples of lines crossing underneath.
