I think they are converted YLA Mullets, if so they tend to have a few just south of Nottingham in the yard where they keep the tilting point wagons (along with Perch Power wagons).

Cambrian's C28 looks a reasonable starting point.

The modules seemed to be based around 20' containers (or at least the floors thereof) . The mesh might be difficult to source; I think Intercity Models used to do (or at least had on their web-site..) some sides for OAA conversions which were similar in concept.
