Leander
It appears to be a NER 45' bogie CCT, introduced in June 1915 and built in small batches by the LNER in 1923, 1924/5 and 1927. 30 were built in all to NER diagram 207. There's a drawing in Historic Carriage Drawings Volume 1 by Nick Campling, Pendragon (1997).

Leander
Looks similar to this one: CLC_van_M585 by robertcwp, on Flickr Is that to the same diagram as the NER/LNER van Robert? I'm no expert but it looks very similar to me.
jwealleans
That's the NER one, with no roof vents. The LNER one had a lower roof profile and shell vents.
