For wagons most definitely. This is quite a good article on the Railway Clearing House, which amongst other things, looked after the Common User system. It avoided sending large numbers of empty wagons, back to the owning company. http://www.railwaywondersoftheworld.com/clearing-house.html Coaching stock, arrangements were in place for through workings (often single coaches or portions of trains were shunted on to longer distance trains).
