Was just thinking myself that it should say something like site blocked due to Engineers taking possession in order to do upgrade work.

"Planned upgrades" are like going to the dentist, or the doctors surgery ringing to set up an appointment for routine tests done a couple of weeks earlier. Nothing good will come of it!
