This is not new. I was charged for damage done in an accident I had in 1976. I passed it on to the insurers to argue it out. It was at that time manditory for them to send an estimate first then the bill. I just got a bill. I also got a quote from someone else for the same work, it was a third of the price. Legitimate damage should be payed for by the perpetrator. Road fund license money is for upkeep etc, not for repairing damage caused by others.
