Miss Prism
I doubt the 'top speed' of a 1366 has ever been tested. I'll guess 25mph.

Simond
I doubt that any formal trials were done, certainly speed-wise, though they’d certainly want to know that it could pull the desired load at reasonable speed. they’re shunting locos, essentially. A steam version of an 08, perhaps. Wikipedia suggests an 08 would do 15 or 20mph, depending on version. they might make 30, light engine, down hill with a following wind, when well run in, but I’d guess MissP is pretty much on the money. Nearholmer
Small wheels, short wheelbase, outside cylinders, typical of ‘dock shunters’ and a lot of ‘industrials’, so likely to hunt and pitch, then run hot bearing surfaces, if taken above a jog-trot, so I reckon Miss Prism isn’t far out. Locos of that general configuration can ‘wag their tail’ quite alarmingly. 08 have double-reduction gearing, so are speed-limited to prevent the traction motors over-speeding and bursting their armatures, which they happily will. pete_mcfarlane
I would have thought that nobody knows what the real top speeds of small steams locos are, as the riding would get too rough for the crew well below that point. 1
