Yes, that appears to be 3 SD40Es (derated SD50s) and probably a GP40-2 on the tail of a downhill train. Thats 12000hp basically providing dynamic braking (although it may also be saving a path while getting the helper sets back down to Altoona).

The “Visitors Centre” keeps growing and growing.... Must provide some good tax bucks for the town....

 

I was down that way earlier this year and just could not find a spare few hours to visit.

The only time I was there I managed to have a couple hours but no trains (it was a Sunday).

 

It is an impressive bit of engineering, though.
