The Rail magazines implies that the curve has an odd status. At present it is 'officially' classed as a freight only piece of track. However from an engineering point of view it is constructed and signalled to full passenger standards - I think that the idea is give it a few months use by freight trains to bed it in and highlight any issues, then if all is well open it up to passenger traffic (not that any scheduled services are likely to use it even when that happens). Certainly I believe there is a railtour scheduled to use it in late summer and there has been no suggestion that it will face any problems in using the chord.
