looking at the info, if im reading it right the bit about stations at tuebrook and anfield (for LFC and EFC) would mean reopening the edge hill to bootle jn line to passengers?

the usual bit about electrifying bidston to wrexham is in there, as has been for the last X number of years, an additional station at deeside industrial estate is a good idea, if its built near the link road over the flintshire bridge then that would be a great 'park and ride' for liverpool/birkenhead for those who commute from the north wales coast to the city, meaning they could avoid changing at chester for the existing merseyrail network

similarly it also mentions better capacity from wrexham via the halton curve which would of course be via chester and frodsham meaning commuters from north east wales and shropshire (wrexham, oswestry etc) could get to liverpool by train a damn sight easier than they can now thus reducing road congestion on the wrexham by pass-chester southerly-M53 corridor

just a shame that the old line from dee marsh to mickle trafford is now lifted or that could have been utilised too, (wrexham-chester northgate-helsby-halton curve-runcorn-liverpool). the dee marsh to mickle trafford is currently a cycle track but all the bridges have been maintained or replaced to 'mainline' standards should the line need to be reinstated but i doubt i'd never see that in my lifetime

It would seem so. Not sure where the capacity would come from given freight developments planned for the docks in the next couple of years.

my thoughts exactly, there arent many places we get to run free of passenger services, be a shame to lose this one

virgin tried to do it a few years back on the sutton park line, shrewsbury to london via walsall, water orton, nuneaton etc but i believe the FOCs rallied aginst them, objected to the idea and it was dropped
