There are many sets of figures in the Langley and John Day ranges which, with appropriate painting, should be suitable. They're not cheap, but are great for setting up believable dioramas.

 

Many of the figures in the Dapol range - especially the railway workers - will fit in also.

Dart Castings, in their Monty Models range, have a number of suitable figure to 4mm scale. They have even got landgirls just right for your era. Given your dates you should investigate the various military figure ranges, as the streets of Britain would have been full of men and women in uniform. Just watch out for the scale used. Most war game figures are to 1:72, also known as 24mm, rather than the railway modellers' 1:76. A small difference but it can be noticeable. I notice that one useful range, Milicast, is 1:76, so ideal, but you will have to scroll through various fighting troops to find less active examples, but perhaps you could have them on manoeuvres!
