Was down here for an event and walking around the town behind Waitrose is the Network Rail training centre with many locos around and such. My question is what is Paddock Woods purpose and what are the items in the pics

The locos / On Track Plabt and the NR training centre are completely unrelated.

 

The training centre is there to run courses on signalling equipment for the S&T, track mainteance course for the P-way and general safety course for both departments as well as Telecoms and Electrification. It has no involvement in rolling stock matters other than training up the likes of 'Machine controllers' etc

The Down yard where the single line maintenance machine & rail grinder were photographed is a Network Rail materials depot where track machines are berthed. The NR training school is on the Up side.
