Sound Decoders

Two questions on sound decoders:

 

1.    I have a number of Loksound 3.5 decoders fitted to my locos.  I want to improve the sound on a couple of them.  Is there anyone who could re-blow them & install better sound quality?

 

2.   What would be the best sound decoder for a Bachmann Jubilee?

The only place I have found that does 3.5 reblows (most only do v4) is Howes, Olivia's used to do some types of loco but not all, don't know if they still do but Howes sound better.
