Only colour light signals capable of displaying a stop aspects are fitted with telephones, there's no point providing on a telephone on a distant signal which you never stop at (of course unless choose to or the train fails at it).

P.S. Just for a shameless plug, further detail to all my above posts can be found in my book ;)

 

Between Norwich and Haughley the distants have phones this was because the signals are quite far apart (two aspects)  and it was so if you needed to find a phone you were never more than two miles from one

An example of a main line with alternate Y/G and R/G signals was Stage 1 of Oxford Resignalling between Wolvercot Junction and Aynho Junction in 1968.
